A RESOLUTION concerning

 

Reclassifying the Deputy Director of Emergency Management

                     

FOR                     the purpose of approving the reclassification of the Deputy Director of Emergency Management to a Grade 18; and specifying an effective date.

 

 

WHEREAS,                     Section 11.48.060 C. of the City Code states that the Office of Emergency Management is responsible for: Coordinating all components of the local emergency management program; coordinating the emergency planning process; coordinating damage assessments; coordinating the provision of aid; advising and informing local officials about emergency management activities during an incident; developing and executing public awareness and education programs; conducting annual exercises; developing mutual aid and assistance agreements; involving the private sector and non-governmental organizations in planning, training, and exercises; coordinating Homeland Security grants and other grants;

 

WHEREAS,                     Section 11.48.040 C. of the City Code states that “During a declared local state of emergency or public emergency, the Director of the Office of Emergency Management shall: 1. Coordinate the activities of City departments in all actions that serve to prevent or alleviate the ill effects of the imminent or actual emergency; and 2. Coordinate the receipt of aid, such as response personnel, equipment, or facilities, to City departments from local, state, or federal jurisdictions or from other sources, as needed.”

 

WHEREAS,                     the Office of Emergency Management has substantial responsibilities in supporting the safety of City of Annapolis communities, and in producing funds to help realize the City’s vision of our future; and

 

WHEREAS,                     the Deputy Director is responsible for all mission areas of the Office of Emergency Management; serves as the Director of Emergency Management in his or her absence, is on call on a 24/7 basis for emergencies, supervises Emergency Management personnel, maintains the readiness of the Emergency Operations Center and staff, pursues, secures, and administers millions in grant funding, manages the Office of Emergency Management budget, represents the City in high level regional and State meetings, builds partnerships at the local, state, federal, and international levels to advance emergency management goals and objectives; and

 

WHEREAS,                     the Deputy Director manages Emergency Operations Center activations with or without notice at any hour of the day in response to a range of potential threats, and is responsible for ensuring planning and logistical support to an increasing number of major special events that bring hundreds of thousands of visitors to Annapolis annually; and                      

 

WHEREAS,                     the Deputy Director has secured approximately $9.7 million for the redevelopment of City Dock, with millions more pending; achieved new revenue sources for the City to include County, State, and federal programs that fund public safety, flood mitigation efforts, Substance Use Disorder, and Winter Relief; these funding efforts have produced an average of $1.7 million in annual grants over several years; and

 

WHEREAS,                     considering that the position of Deputy Director of Emergency Management carries responsibilities at a senior supervisory level, that the position’s expertise and services are requested for use by multiple City Departments; and that the position is exempt under the Fair Labor Standards Act and not eligible for overtime; and

 

WHEREAS,                     the position is therefore misclassified at the current Grade 14; and the Annapolis City Council intends to increase the grade of the position in order to reflect the responsibilities of the position;

 

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis approves the reclassification of the position of Deputy Director of Emergency Management to a Grade 18.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this Resolution shall take effect on ______.
