A RESOLUTION concerning

 

Naming of New Department of Public Works Complex

                     

FOR                     the purpose of naming the new Department of Public Works facility on 39 Hudson Street for former City Manager and current Public Works Director David A. Jarrell.

 

WHEREAS,                     The Department of Public Works (DPW) is responsible for a portfolio of work that includes street maintenance (paving, snow removal, traffic control), solid waste collection and disposal, water and sewer line installation and upkeep, potable water production, pump stations, storm drains, fleet repair, facilities maintenance and more; and

 

WHEREAS,                     On May 5, 2023, Mayor Gavin Buckley cut the ribbon on the opening of the $10.6 million Department of Public Works facility on 39 Hudson Street, which has no official name; and

 

WHEREAS,                     The Hudson Street DPW facility occupies 3.35 acres of the 6.88-acre site, with the rear of the lot used for the operations yard and storage, the salt barn, heavy equipment parking, and staff and visitor parking, and the building at the front of the lot for administrative office space, vehicle repair bays, storage and employee amenities that include showers and a lunch room for the 72 DPW employees who will be working there; and

 

WHEREAS,                     The DPW facility at 39 Hudson Street was designed and constructed under the tenure of David A. Jarrell and received silver certification in the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) program; exceeds industry recommendations for storage, safety, and worker amenities; and all of the landscaping and grading surpasses environmental standards for stormwater runoff; and

 

WHEREAS,                     David A. Jarrell has worked for the City of Annapolis for more than 12 years; first as Public Works Director for just over nine years, from December 2010 through February 2020, then as City Manager for just over three years from February 2020 through August 2022; and again as Public Works Director, resuming DPW leadership in August 2022;

 

WHEREAS,                     The City of Annapolis also benefited from the 17 years David A. Jarrell spent in the U.S. Navy, rising to a naval officer in the Civil Engineer Corps before moving to Annapolis; and

 

WHEREAS,                     David A. Jarrell headed the planning, design and funding of the largest infrastructure investment in the City’s history; the project aimed at protecting Historic Annapolis from climate-change-induced sea-level rise re-imagines City Dock and will commence work in 2023 to give residents a new, welcoming park and green space as a protective cover for a massive pumping and flood abatement system; and

 

WHEREAS,                      David A. Jarrell  led, managed and delivered unprecedented infrastructure investment for the benefit of Annapolis residents -- within budget and ahead of schedule -- including the new Kenneth R Dunn Municipal Pool, the new Public Works facility, and the new, improved, state-of-the-art, sustainable Hillman Garage; and

 

WHEREAS,                     David A. Jarrell is retiring from the City of Annapolis in June 2023.

 

 

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis Department of Public Works facility at 39 Hudson Street be named the "The David A. Jarrell Department of Public Works Complex";

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Department of Public Works install the proper signage required for the new name;

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
