Proposed Closed Session  
A PROPOSED CLOSED SESSION - Pursuant to the Annotated Code of  
Maryland, General Provisions, Section 3-305 (b) (1). Discussion Topic:  
Personnel Matters.  
Alderman Thorp moved pursuant to Annotated Code of Maryland, General Provisions  
Article § 3-305(b)(1) to go into closed session Seconded. CARRIED on voice vote.  
The council entered into its closed session at 6:09 pm.  
Alderman Thorp moved to adjourn the close session. Seconded. A roll call vote was taken.  
The motion CARRIEDunanimously.  
The council exited out of the closed session at 6:59.

For the purpose of adopting the City Budget, comprising the Annual  
Operating Budget for the fiscal year ending June 30, 2027, the Capital  
Budget for the fiscal year ending June 30, 2027, the Capital Improvement  
Program for the fiscal years ending June 30, 2028, June 30, 2029, June  
30, 2030, June 30, 2031, and June 30, 2032; appropriating funds for all  
expenditures for the fiscal year beginning July 1, 2026, and ending June  
30, 2027; levying and imposing a property tax for the use of the City of  
Annapolis for the taxable year beginning July 1, 2026 and ending June 30,  
2027; and fixing the rate of the City property tax for the taxable year.

CONSENT CALENDAR  
Supplemental Appropriations Under $50,000  
$3,000 Grant: Recreation & Parks USTA/Mid-Atlantic Foundation - This  
supplemental allocation appropriates $3,000 from the United States  
Tennis Association/Mid-Atlantic Foundation for new and expanded  
community and adaptive/wheelchair tennis programs. This grant offsets  
costs under the recreation and parks operating budget.

Alderman Schandelmeier moved to approve SA-20-26. Seconded.The motion carried by the

Fund Transfer Under $50,000  
Transfer from Non-Allocated Debt Service $32,900 to General Fund:  
Fleet Operating $32,900 - Re-allocating debt interest savings to cover the  
budget deficiency in vehicle repair and maintenance expenses that is  
managed by Fleet Operations. Debt interest is less than anticipated, which  
has created an excess of funds.

For the purpose of updating the “type of fee” and “amount of fee” for  
Street Cafes, which is a type of City outdoor dining concession in  
Annapolis; including fees for both inside the Premium and outside the  
Premium Parking concession area; and generally related to Street Cafes.
