Legislation  
Tenant Displacement Fund - For the purpose of establishing a fund for providing  
assistance to tenants who are displaced when rental units are deemed unfit for human  
habitation by the City; basing funding for tenants on specific criteria; and generally  
related to emergency housing needs in the City of Annapolis.

Mobile Food Service Vendors' Signage - For the purpose of establishing sign  
requirements for Mobile Food Service Vendors, known as food trucks; and generally  
dealing with Peddlers, Hawkers and Itinerant Merchants operating restrictions.

Amendment #1 - Rob moved to recommend Amendment #1 favorably. voice vote.  
Alderman Savidge moved to Recommend O-31-24 Favorably as amended.  
Seconded. CARRIED on voice vote.  
Fire Sprinkler System Requirement Clarification - For the purpose of clarifying  
that the fire sprinkler systems requirements of ยง 17.20.120(A) and when the  
requirement goes into effect; updating subsections B through D to comply with current  
national standards; reformatting the section; and generally dealing with City fire  
sprinkler requirements.

Captain of the Fire Marshal's Office Zapata, Fire Protection Engineer Ruth and  
Legislative & Policy Analyst Reuter were present to answer questions from the  
committee.  
Alderman Savidge and Alderman Schandelmeier requested the following in the  
"Staff Report":  
1. How much is in the sprinkler fund.  
2. How many buildings are not in compliance with not being sprinkled.  
3. Make sure someone from Planning & Zoning Historic Preservation Office is  
present at the next meeting.  
Alderman Schandelmeier moved to postpone until next meeting January 15th,  
2025. Seconded. CARRIED on voice vote.  
General Discussion  
Economic Development Update  
Small and Minority Business Enterprise Liaison Stewart was present to answer  
questions from the committee.  
Alderman Schandelmeier requested and update from Small and Minority  
Business Enterprise Liaison Stewart at the next Economic Matters Committee  
meeting on January 15th, 2024 about the disparity study.  
Adjournment  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 6:19 pm.
