Alderman Savidge moved to adopt as amended to adjust the agenda in the

Legislation  
Sale of City-Owned Property at 932 Spa Road and 935 Spa Road, Lot 1  
For the purpose of approving the sale of City-owned property at 932 Spa Road and  
935 Spa Road, Lot 1 to the Resilience Authority of Annapolis and Anne Arundel  
County, Inc.; for expressly authorizing said sale to be made a private sale and not at  
public auction; and all matters related to said sale.

committee.  
Alderman Savidge requested Legislative Policy Analyst Reuter draft amendments  
for O-20-25 and have them prepared for the joint meeting between Rules & City  
Government Committee and Environmental Matters Committee on July 23rd,  
2025.  
Alderman Savidge moved to no action taken. Seconded. CARRIED on voice  
vote.  
Regulation of Tours in Historic Annapolis  
For the purpose of regulating walking tours operated by tour companies in the  
Annapolis Historic District; requiring a City business license, and insurance coverage;  
ensuring the protection of historic buildings and spaces; requiring free-flow of  
pedestrian and vehicular traffic; and generally related to business licenses of tour  
operators in the City.

favorably. Seconded. CARRIED on voice vote.

Alderman Savidge requested to recommend the sponsor bring forth amendments  
to the full Council to address the Economic Matters Committee concerns.

Limiting Short-term Rentals per Blockface  
For the purpose of limiting the number of short-term rentals in the City to 10% of the  
residences in a blockface; defining blockface; and generally dealing with short-term  
rentals in the City of Annapolis.

Favorably. Seconded. CARRIED on voice vote.  
Amendment #2 - Alderman Savidge requested Assistant City Attorney Leonard  
see if "owner occupancy" definition is needed for the legislation. Alderman  
Savidge moved to Recommend Amendment #2 Favorably. Seconded. CARRIED  
on voice vote.  
Amendment #4 - The committee requested Planning & Zoning share more  
information on "Lottery Commencement". No action taken. Seconded. CARRIED  
on voice vote.  
Amendment #5 - No action taken. Seconded. CARRIED on voice vote.  
Alderman Savidge moved to Recommend O-17-25 Favorably as amended.  
Seconded. CARRIED on voice vote.  
Prioritizing Affordable Spending Through Expansion of Financial Advisory  
Commission Duties  
For the purpose of listing the duties of the Financial Advisory Commission; adding  
"spending affordability" to review the City's finances so that spending levels align with  
the City's income, and reviewing projected revenue, debt levels, and long-term fiscal  
outlook; and generally related to the Financial Advisory Commission.

Alderman Savidge moved to postpone O-12-25 until the next meeting September  
17th, 2025. Seconded. CARRIED on voice vote.
