Alderman Huntley called the Special Meeting to order at 10:37 am.

Present:  
Approval of Agenda (any changes to the agenda should be made here)  
Alderwoman O'Neill moved to adopt the Special Meeting agenda to add FT-10-25  
and R-10-25 as amended. Seconded. CARRIED on voice vote.

Alderwoman O'Neill moved to approve FC 2.19.25. Seconded. CARRIED on  
voice vote.

Budget Manager Trudeau was present to answer questions from the committee.  
Alderwoman O'Neill moved to recommend FT-10-25 favorably. Seconded.  
CARRIED on voice vote.  
Legislation  
2025 Annapolis Film Festival Fee Waiver - For the purpose of identifying the  
Annapolis Film Festival that will be held on March 27-30, 2025, as a Major Special  
Event; and waiving charges for certain City of Annapolis costs related to city services  
for that event.  
Alderwoman Finlayson moved to recommend R-10-25 favorably. Seconded.  
CARRIED on voice vote.  
General Discussion  
HR Update (hiring status for new positons in the previous budget)  
Assistant City Manager Buckland, Human Resource Manager Hopkins, and  
Budget Manager Trudeau were present to answer questions from the committee.  
Budget - Department Presentation Calendar  
Budget Manager Trudeau was present to answer questions from the committee.  
Alderman Huntley requested the breaks start when the presentations end.  
Alderman Huntley requested the Directors stick to their allotted time for  
presentations (20 mins) and leave enough time for the Alderpersons to ask their  
questions.  
Alderwoman Finlayson requested "enhancements" be included in the  
department slides to be presented to the Finance Committee.  
Alderman Huntley requested to add to the schedule on Thursday 5/1, four 15 min  
presentations from the unions.  
Alderman Huntley requested the union present solely on budget specific items  
that the directors may not get a chance to present.  
Alderwoman Finlayson requested City Attorney Lyles be present when the union  
presents during budget.  
Alderwoman Finlayson moved to approve ID-54-25. Seconded. CARRIED on voice  
vote.  
Finance Department Update  
Finance Director Dickinson was present to answer questions from the committee.  
Alderman Gay, Finance Director Dickinson, and Budget Manager Trudeau were  
present to answer questions from the committee.  
Alderman Gay requested an updated list of the amendments that were passed  
from FY25 Budget.  
Adjournment  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 11:56 am.
