Legislation  
Fence Permit Requirements Related to Use and Development Standards in  
the City Zoning Code Title 21 - For the purpose of creating additional standards  
related to home fencing along forests and open spaces; clarifying undue obstructions  
related to fencing; stating Council preference for extra consideration regarding fences  
on an up-slope; and generally related to fence regulation in Title 21.

City Attorney Lyles and Alderman Savidge was present to answer questions from  
the committee.  
Alderman Savidge requested the committee take no action on Amendments #1-3.  
Amendment #4a - on pg. 4 under "#5. Light and Air Obstruction", strike subsection  
B "Privacy Fences" and the definition of privacy fences. Alderman  
Schandelmeier moved to recommend Amendment #4a favorably. Seconded.  
CARRIED on voice vote.  
Amendment #5 - Under 5A "Light and Air Obstruction" after "surface area' insert,  
"will allow the director to have the discretion of the privacy fences along the  
forest line of special exceptions".  
Alderman Schandelmeier moved to recommend Amendment #5 favorably.  
Seconded. CARRIED on voice vote.  
Alderman Schandelmeier moved to recommend O-30-24 favorably as amended.  
Seconded. CARRIED on voice vote.  
Chesapeake Children’s Museum Lease Renewal Through June 30, 2030  
For the purpose of authorizing a lease agreement with Chesapeake Children's  
Museum, Inc., a Maryland corporation, for City property at 25 Silopanna Road in  
Annapolis commencing on July 1, 2025 and terminating on June 30, 2030.

committee.  
Alderman Arnett moved to recommend O-8-25 favorably. Seconded. CARRIED on  
voice vote.

Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 2:00 pm.
