Alderman Huntley called the Special Meeting to order at 9:34 am.

Approval of Agenda (any changes to the agenda should be made here)  
Alderwoman Finlayson moved to approve the Special Meeting agenda.  
Seconded. CARRIED on voice vote.

Alderwoman O'Neill moved to approve FC 4.29.25. Seconded. CARRIED on  
voice vote.  
General Discussion  
Department of Finance  
Alderman Arnett, Finance Director Moran and Budget Manager Trudeau were  
present to answer questions to the committee.  
Alderwoman Finlayson requested the Finance Department update the Job Titles  
in the budget book to match what the consultants from the Class and  
Compensation Study renamed the Job Tittles too.  
Alderwoman Finlayson requested a list of enhancements and what it will cost to  
add the jobs to the department from Job positions in the department from  
Finance Director Moran  
Alderwoman Finlayson requested the Org Chart from the Finance Departments  
presentation for her Budget Binder.  
Alderman Huntley requested Finance Director Moran to submit to the Finance  
Committee how much it cost to digitalize records that are still on paper within  
the department.  
Alderwoman O'Neill requested a break down of the "Mayor's Initiative's" for  
Central Services Department on pg.15 in the Budget Binder.  
Alderman Huntley requested the Mayor's Office & Finance come back to  
"Presentation Overflow" for questions on Monday, May 5th, 2025 at 9:30 am.  
Alderman Huntley requested an estimate on what it would take to expedite  
positions that need to be filled in the Finance Department in order to fulfill the  
obligations that the Finance Department has as a Department within the city.  
Alderman Huntley requested pg. 25 of the Budget Binder be relabeled to say  
"Other Fund Summary" instead of "General Fund Summary".  
Meeting went into Recess 10:35 am.  
Alderwoman O'Neill left at 10:35 am.  
City Unions  
Meeting Reconvened 10:48 am.  
Alderman Arnett, City Attorney Lyles, Budget Manager Trudeau, Union President  
for Local 1926, International Association of Firefighters Pilot, Annapolis Clerical &  
Technical Employees, Local No.3162 AFSCME Mackell, and President for  
Annapolis Trades, Maintenance & Labor Force Employees, Local No. 3406  
AFSCME Spriggs were present to answer questions from the committee.  
Alderwoman Finlayson requested Budget Manager Trudeau include funding that  
is reoccurring each year from the One-Time Reserve Fund be fit into the Public  
Safety Teams (Fire & Police) actual budget.  
Alderman Arnett requested the Finance Committee host the City Unions during a  
Finance Committee meeting so they are able to answer questions from the  
council members.  
Alderman Huntley requested City Council Associate Jackson invite John Lee from  
the United Food and Commercial Workers, Local 400 union to the Presentation  
Overflow on Monday, May 5th, 2025.  
Adjournment  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 11:26 am.
