Alderman Thorp moved pursuant to Annotated Code of Maryland, General  
Provisions Article ยง 3-305(b)(8). to go into closed session. Seconded. A roll  
call vote was taken. The motion CARRIED by the following vote:

Alderwoman O'Neill moved to approve the AGENDA as AMENDED TO  
REMOVE Appointment AP-20-26 the Reappointment of Thomas Sfakiyanudis  
to the Planning Commission from the Consent Calendar Seconded. CARRIED  
on voice vote.

Resilience Authority of Annapolis and Anne Arundel County presentation and  
discussion of FY 2027 budget needs  
Acting City Manager Guild and Member of the Authority Fleming provided a  
brief presentation and answered questions from the council.  
FY27 BUDGET PUBLIC HEARINGS CONTINUED  
Annual Budget and Appropriation and Property Tax Levy  
For the purpose of adopting the City Budget, comprising the Annual Operating  
Budget for the fiscal year ending June 30, 2027, the Capital Budget for the fiscal year  
ending June 30, 2027, the Capital Improvement Program for the fiscal years ending  
June 30, 2028, June 30, 2029, June 30, 2030, June 30, 2031, and June 30, 2032;  
appropriating funds for all expenditures for the fiscal year beginning July 1, 2026, and  
ending June 30, 2027; levying and imposing a property tax for the use of the City of  
Annapolis for the taxable year beginning July 1, 2026 and ending June 30, 2027; and  
fixing the rate of the City property tax for the taxable year.

Fund Transfers of $50,000 or More  
Public Works: Capital - This fund transfer moves $156,974 from Bonds - Cedar  
Park Sidewalks project to Bonds-Watershed - Stormwater MS4 Permit  
Compliance Project. During Phase I of the Cedar Park Sidewalks project,  
stormwater installation was not possible due to site limitations. The City agreed to  
contribute to the stormwater account for future improvements in the City.  
Alderman Huntley moved to approve FT-11-26. Seconded. CARRIED on voice  
vote.  
General Fund - Nonallocated/Finance Department: This budget revision transfers  
$195,000 from the Finance Department Salaries and Benefits account and  
$143,000 from the Nonallocated Debt Services account to the Finance  
Department Contractual Services account. This reallocation utilizes debt interest  
and salary savings to cover outstanding consulting expenses.  
Alderman Thorp moved to approve FT-12-26. Seconded. CARRIED on voice  
vote.  
LEGISLATIVE ACTION

Charter Amendment  
Expanding the Board of Supervisors of Elections Membership  
For the purpose of expanding the Board of Supervisors of Elections from three  
members to five members; stating how nominees would be selected by political  
party nomination and self-nomination; changing when the City Council appoints  
members; adding steps for filling vacancies; and generally related to the  
nomination and appointment of members of the Board of Supervisors of  
Elections.

Ordinances  
Updating the Standing Committees Section of the City Code  
For the purpose of expanding the oversight authority of the Environmental Matters  
Committee to include certain environmentally-related provisions of Title 17  
(Buildings and Construction) and Title 21 (Planning and Zoning); requiring that  
proposed amendments to those provisions be referred to the Environmental  
Matters Committee; clarifying the matters to be considered by the Rules and City  
Government Committee; updating the scope of the Economic Matters Committee  
to reflect current technology and workforce matters; establishing a procedure for  
automatic and discretionary committee referrals; and generally reformatting and  
updating the Standing Committees section of the City Code.

from fifteen to nine members; providing for a transition period during which  
existing members serve out their terms; and generally relating to the composition  
of the Human Relations Commission.

Mooring Requirements in City Waters  
For the purpose of clarifying that moorings may not be installed within 75 feet of  
another mooring or a structure rather than applying the 75 foot measurement from  
the moored vessel and clarifying that all transient mooring balls are owned by the  
City and are not private; allowing the Harbormaster to adopt rules and regulations  
consistent with Title 15 of the Code of the City of Annapolis as to the types and  
lengths of vessels that may use any mooring in City waters; updating the definition  
of "mooring(s)"; and generally related to mooring requirements in City waters.
