For the purpose of adopting the City Budget, comprising the Annual  
Operating Budget for the fiscal year ending June 30, 2027, the Capital  
Budget for the fiscal year ending June 30, 2027, the Capital Improvement  
Program for the fiscal years ending June 30, 2028, June 30, 2029, June  
30, 2030, June 30, 2031, and June 30, 2032; appropriating funds for all  
expenditures for the fiscal year beginning July 1, 2026, and ending June  
30, 2027; levying and imposing a property tax for the use of the City of  
Annapolis for the taxable year beginning July 1, 2026 and ending June 30,  
2027; and fixing the rate of the City property tax for the taxable year.

Updating the Standing Committees Section of the City Code  
For the purpose of expanding the oversight authority of the Environmental  
Matters Committee to include certain environmentally-related provisions  
of Title 17 (Buildings and Construction) and Title 21 (Planning and  
Zoning); requiring that proposed amendments to those provisions be  
referred to the Environmental Matters Committee; clarifying the matters  
to be considered by the Rules and City Government Committee; updating  
the scope of the Economic Matters Committee to reflect current  
technology and workforce matters; establishing a procedure for automatic  
and discretionary committee referrals; and generally reformatting and  
updating the Standing Committees section of the City Code.

Allowing Long-Term Room Rentals in Private Homes  
For the purpose of establishing a regulatory framework permitting  
rooming houses (boarding houses) as long-term rentals in private  
residences; providing for licensing, operational standards, and zoning  
approval; ensuring compliance with applicable Maryland state law and the  
City of Annapolis housing code; updating definitions and use tables in  
Title 21 to include “rooming house”; and generally relating to rooming  
houses.

For the purpose of expressly allowing certain temporary structures as an  
accessory to a stadium, subject to continued compliance with applicable  
building and safety codes, without being required to obtain successive  
temporary structure permits; and generally relating to stadium accessory  
structures.  
Alderwoman O'Neill moved to adopt O-13-26 on first reader. Seconded. CARRIED on voice  
vote.

For the purpose of expressly confirming the appointment of Charles A.
