For the purpose of approving the annual performance statements filed by City

Water Service Agreement with North Point Property LLC  
For the purpose of authorizing a water service agreement providing for the extension  
of City water service to 1053 Chesapeake Harbour Road (also referred to as  
"Chesapeake Harbour Drive East"), Annapolis, Maryland, owned by North Point  
Property LLC; and generally relating to the provision of said water service.

General Discussion  
Stormwater Fee Incentive/Rebate Program  
Stormwater Program Manager Rossberg, and Stormwater Engineer Roderer  
were present to answer questions from the committee.  
Alderman Savidge requested Stormwater Program Manager Rossberg, and  
Stormwater Engineer Roderer return next meeting with the residential portion of  
this presentation.  
Tree Canopy Discussion  
Deputy City Manager for Resilience and Sustainability Guild and Urban Forester  
Adams were present to answer questions from the committee.  
Alderman Savidge requested Urban Forester Adams to provide some ideas for an  
extra person in Urban Forester position for budget.  
Resilience & Sustainability Update  
Deputy City Manager for Resilience and Sustainability Guild was present to  
answer questions from the committee.  
Alderman Savidge requested Deputy City Manager for Resilience and  
Sustainability Guild have Director of Public Works Vogel give an update at the  
next meeting or in March to the committee on the Seawall/Flood Barrier being  
built at the City Dock on the following:  
1. Is the technology finalized?  
2. Why the City made the shift?  
3.Where will the barriers be stored?  
Alderman Savidge requested Deputy City Manager for Resilience and  
Sustainability Guild provide the following updates at the March 12th, 2026  
Environmental Matters Committee meeting:  
1. A map from AMRI of the top 10 list of potential Flood Mitigation Projects on the  
Eastport Peninsula.  
2. Update on Green House Gas
