Alderman Smith-Brown called the Regular Meeting to order at 6:34 pm.

Alderman Thorp moved to approve the Regular Meeting agenda. Seconded.  
CARRIED on voice vote.  
Business and Miscellaneous  
Election of Chairman Pursuant to City Code Section 2.16.120  
Alderman Thorp moved to nominate Alderman-Smith Brown to be the chair  
of the Rules & City Government committee. Seconded. CARRIED on voice  
vote.  
Legislation  
FY 2026 Changes in Exempt Service Job Classification  
For the purpose of updating the classification grades for City employees in exempt  
service positions; and generally related to City employee salaries for exempt service  
positions.

Alderman Schandelmeier joined the committee at 6:45 pm.  
Chief of Staff Garrity was present to answer questions from the committee.  
Alderman Schandelmeier moved to recommend O-41-25 favorably. Seconded.  
CARRIED on voice vote.  
Property Tax - Child Care Centers, Family Child Care Homes, and Large  
Family Child Care Homes  
For the purpose of creating real property tax credits for child care providers who own  
the property where they operate a state-licensed or registered child care center,  
family child care home, or large family child care home; allowing businesses of a  
certain size that own their property and have on-site child care facilities to participate  
in the tax credit program; setting the real property tax credit at a maximum of  
$10,000; and generally related to tax credits for child care providers.

Acting City Manager Buckland and Assistant City Attorney Leonard were present  
to answer questions from the committee.  
Alderman Schandelmeier moved to postpone O-1-26 until the March 5th, 2026  
meeting. Seconded. CARRIED on voice vote.  
General Discussion  
Land Value & Infrastructure Study Presentation  
Acting City Manager Buckland and Chief of Comprehensive Planning Leshinsky  
were present to answer questions from the committee.  
Adjournment  
Alderman Smith-Brown would like to invite a member from the Maryland State  
Board of Elections or County Board of Elections to a future Rules & City  
Government meeting.  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 8:26 pm.
