Legislation  
Fence Permit Requirements Related to Buildings and Construction Standards  
in Title 17  
- For the purpose of requiring a completed application and permit issued before  
removing fences of a certain size; requiring plans to show the location of trees of a  
certain size; and clarifies when a stop-work order will be issues; reformatting these  
sections to current Code style; and generally related for fence requirements in Title  
17.

Senior Land Use & Development Planner Meekins were present to answer  
questions to the committee.  
Alderman Arnett requested to be added as a sponsor.

Alderman Arnett moved to recommend Rule Amendment #1 favorably.  
Seconded. CARRIED on voice vote.

Strike "Over five inches"  
Insert "within 3 feet"  
Alderman Arnett moved to recommend Rule Amendment #2 favorably.

Savidge Amendment #1 - Alderman Arnett moved to recommend Savidge  
Amendment #1 favorably. Seconded. CARRIED on voice vote.  
Savidge Amendment #2 - Insert as d. On page 2. Line 27.  
Alderman Arnett moved to recommend Savidge Amendment #2 favorably.  
Seconded. CARRIED on voice vote.  
The committee requested "staff impact note" and "fiscal impact note" be  
attached by next meeting.  
Alderman Schandelmeier moved to postpone O-29-24 until the next meeting  
February 7th, 2025.. Seconded. CARRIED on voice vote.  
Fair Cannabis Employment Practices- For the purpose of updating the City of  
Annapolis employment policy as a result of the State legalizing cannabis use and  
possession on July 1, 2023, and generally related to city employment policy.

FY 2025 Changes to Executive Pay Ranges - For the purpose of updating the  
Fiscal Year 2025 annual position classifications and grades; and specifying an  
effective date.

2025. Seconded. CARRIED on voice vote.

Upon motion duly made, seconded and adopted, the Regular Meeting was
