Alderman Huntley called the Special Meeting to order at 11:04 am.

Alderwoman Finlayson moved to adopt as amended the Special Meeting agenda  
to add SA-25-25. Seconded. CARRIED on voice vote.

Grant - Fire - Maryland Department of Health - State Grant Revenue

Chief of Fire Remaley and Deputy Chief of Fire Lopez were present to answer  
questions from the committee.  
Alderwoman O'Neill moved to recommend SA-25-25 favorably. Seconded.  
CARRIED on voice vote.  
Legislation  
FY 2025 Changes to Executive Pay Ranges - For the purpose of updating the  
Fiscal Year 2025 annual position classifications and grades; and specifying an  
effective date.

Sponsors:  
Assistant City Manager Buckland and Human Resource Manager Hopkins were  
present to answer questions from the committee.  
Alderman Huntley requested the "Fiscal Impact Projection" "Amendment to  
break Directors into sub pay scales" and "input from the committee for pay on the  
Assistant Manager title"  
Alderwoman O'Neill requested Assistant City Manager Buckland & Human  
Resource Manager Hopkins present a five year plan for this pay scale to the  
Finance Committee.  
Alderwoman Finlayson moved to postpone R-53-24 until the next meeting  
January 22nd, 2025. Seconded. CARRIED on voice vote.  
Annual Meeting and Tourism Industry Reception Fee Wavier - For the  
purpose of identifying the Annual Meeting and Tourism Industry Reception that will be  
held on January 28, 2025, as a Special Event and waiving certain City of Annapolis  
fees for services related to that event.

Assistant City Manager Buckland and Small and Minority Business Enterprise  
Liaison Stewart were present to answer questions from the committee.  
Alderwoman Finlayson requested to be added as a sponsor.  
Alderwoman Finlayson moved to recommend R-57-24 favorably. Seconded.  
CARRIED on voice vote.  
General Discussion  
Finance Department Update  
Assistant City Manager Buckland and Finance Director Dickinson were present to  
answer questions from the committee.

Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 12:10 pm.
