Alderman Gay called the Special Meeting to order at 6:42 pm.

Legislation  
Condemnation and Possession of Real Property at 245 West Street - For the  
purpose of authorizing the condemnation and possession of real property at 245 West  
Street in the City of Annapolis; removing a severe public health and safety hazard  
related to a blighted and vacant lot; and working toward construction of affordable  
housing on the same blighted and vacant lot.

Sponsors:  
Assistant City Manager Buckland was present to answer questions from the  
committee.  
Amendment #1 -On page 1 line 5 & 23, after "affordable housing", Insert "and or  
green space".  
Alderman Huntley moved to recommend Amendment #1 favorably. Seconded.  
CARRIED on voice vote.  
Alderman Huntley moved to recommend R-38-24 favorably as amended.  
Seconded. CARRIED on voice vote.  
General Discussion  
Admiral Oaks Update  
Alderwoman Pindell-Charles, Planning & Zoning Director Jakubiak and CEO Of  
Housing Authority in Annapolis Maddox-Evans were present to answer questions  
from the committee.  
Alderwoman Pindell Charles requested Admiral Oaks Management provide three  
dates that work for Enterprise Residential District Manager Princess Robinson &  
Kevin Seawright.  
Alderwoman Pindell Charles also requested the Office of Law figure out what are  
the next steps for Admiral Oaks to show up when requested by the Housing &  
Human Welfare committee.  
Alderman Gay requested the City Attorney for Housing & Human Welfare  
Committee be present at all the rest of the meetings.  
Alderman Schandelmeier requested Director Jakubiak provide a time limit that a  
property manager has to fix the tenants issues.

To the pursuant to code section through its chairman of the Housing and Human  
Welfare committee summons the testimony from Enterprise at our next  
scheduled meeting March 17th, 2025. Seconded. CARRIED on voice vote.  
Lease Behavior Modification Diversion Program Discussion  
Assistant City Manager Buckland was present to answer questions from the  
committee.  
Alderman Gay requested the community service office is present at the next  
meeting.

Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 8:05 pm.
