Alderman Huntley called the Special Meeting to order at 8:30 am.

Alderman Thorp moved to approve the Special Meeting Agenda. Seconded.

General Discussion  
City Manager’s Office  
Acting City Manager Buckland, Deputy City Manager for Resilience &  
Sustainability Guild, Budget Analyst Turner, Deputy Harbormaster Northfield,  
Waterside Operations Supervisor Jacobs, and Shore Side Operations Manager  
Nold were present to answer questions from the committee.  
City Manager's Office Request:  
Alderman Thorp requested Deputy City Manager for Resilience & Sustainability  
Guild report the number of citations issued to the residents in the City of  
Annapolis due to the Leaf Blower Ban statute.  
Alderman Thorp requested Deputy City Manager for Resilience & Sustainability  
Guild report the objectives and goals for the "Decreasing Food Deserts:  
Identifying and Addressing Deserts" program for FY27.  
Alderman Thorp requested dates for when the goals for the "Decreasing Food  
Deserts: Identifying and Addressing Deserts" program will be available.  
Meeting went into Recess at 9:27am.  
Recreation and Parks  
Meeting Reconvened at 10:35 am.  
Alderwoman Contee, Director of Recreation and Parks Johnson, Recreation  
Division Chief Simmons, Parks & Facilities Division Chief Dillard, Marketing  
Coordinator Stern, Community Fitness and Aquatics Supervisor Rafiq were  
present to answer questions from the committee.  
Recreation & Parks Request:  
Alderman Huntley requested dollar amounts, followed up for all the bullet points  
to explain all the activities/events under "Additional Information" on the  
Recreation and Parks Power Point presentation for the department's budget.  
Alderwoman O'Neill requested information on what can be done to add funds to  
the budget to keep the Stanton Center Recreation Center open when schools are  
closed.  
Alderwoman Huntley requested the Budget Book reflect how many life guards  
are actually being staffed under "Health and Fitness & Pool".  
Alderwoman O'Neill requested a conversation with Director of Recreation and  
Parks Johnson to see if outside sources can step in to help with staffing life  
guards.  
Pg. 100 -STAFFING SUMMARY UPDATE: Alderman Huntley requested the Budget  
Book reflect the appropriate number of how many life guards Community Fitness  
and Aquatics Supervisor Rafiq can handle being staffed under Title: "Health and  
Fitness & Pool" Row:Lifeguards Column: FY 2026 YTD Actual/FY 2027 Proposed.  
Alderman Thorp requested a break down of what hours and what the cost will be  
to have the Harbor House pool be opened up seven days a week. Frank  
requested Director Johnson look at hiring pool managers to operate the pools  
with staff.  
Alderman Thorp requested Recreation & Parks start tracking how many people  
use the Stanton Center Recreation Center on a daily. Alderman Thorp requested  
information on what can be done to make Stanton Center Recreation Center be  
ran like Pip Moyer Recreation Center.  
Alderman Huntley requested adding the overall budget for Recreation & Parks  
Department be added to the Budget Book and OpenGov under the department  
like all the other department layouts in the Budget Book.  
Alderman Huntley requested revenue broken down for all the activities in  
Recreation & Parks Department presentation.  
Adjournment  
Alderman Huntley requested all other Committee business be moved to  
tomorrow's agenda.  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 10:37 am.
