Alderman Huntley called the Special Meeting to order at 8:32 am.

Alderman Thorp moved to approve the Special Meeting agenda. Seconded.

General Discussion  
Department of Central Services  
Acting City Manager Buckland, Director of Central Services Flinner, Acting  
Finance Director Pallikal and Budget Analyst Turner were present to answer  
questions from the committee.  
Alderwoman O'Neill requested Director of Central Services Flinner provide the  
committee with the Internal list of the real estate properties in question.  
Alderman Thorp requested quarterly report on the following recordable,  
important performance metrics listed on Slide 3 of the Departments Budget  
presentation, such as:  
-Number of work orders completed  
-Actual CIP costs compared to CIP budget  
-Number of emergency road calls  
-Percent of CIPs completed by scheduled completion date  
-Average number of days for each solicitation type from department request to  
contract execution  
-Value of worker's comp claims, number of lost days of work  
-Average age of Fire Department, Police Department, and All Other Dept Fleets  
Alderman Thorp requested the breakdown and numbers of previous years  
over-time budget compared to the over-time budget plan for FY27.  
Meeting went into Recess at 9:34am.  
Annapolis Police Department (APD)  
Meeting Reconvened 9:42 am.  
Budget Analyst Turner, Acting Chief of Police Miguez, Major, Accounting &  
Equipment Manager Meadley, and Acting Captain of Administration O'Heirly  
were present to answer committee.  
Alderman Thorp requested past years Police Department "Accomplishments"  
data, and the numbers that reflect the same accomplishments on Slide 3 of the  
Annapolis Police Department Presentation in previous years and a projection for  
FY27.  
Alderman Thorp"over-time" breakdown and additional information.  
Meeting went into Recess at 10:52 am.  
Office of Human Resources  
Meeting Reconvened at 11:03 am.  
Acting Office of Human Resources Director Crispin and Budget Analyst Turner  
were present to answer questions from the committee.  
Alderman Thorp requested the New Employee Orientation survey results be  
reported to the council.  
Fund Transfers  
Public Works: Capital - This fund transfer moves $156,974 from Bonds - Cedar  
Park Sidewalks project to Bonds-Watershed - Stormwater MS4 Permit Compliance  
Project. During Phase I of the Cedar Park Sidewalks project, stormwater installation  
was not possible due to site limitations. The City agreed to contribute to the  
stormwater account for future improvements in the City.

28th 2026. Seconded. CARRIED on voice vote.

Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 11:53 pm.
