Alderman Huntley called the Special Meeting to order at 9:59 am.

Present:  
Approval of Agenda (any changes to the agenda should be made here)  
Alderwoman Finlayson moved to approve the Special Meeting agenda.  
Seconded. CARRIED on voice vote.  
Business and Miscellaneous

Alderwoman Finlayson moved to approve FC 5.7.25. Seconded. CARRIED on  
voice vote.  
General Discussion  
Finance Committee Deliberations  
Acting City Manager Buckland, City Attorney Lyles, Director of Finance Moran,  
Director of Public Works Vogel, Budget Manager Trudeau, and Captain Miguez  
were present to answer questions from the committee.  
Finance Committee Amendments/Recommendations -  
Planning and Zoning:  
Alderwoman Finlayson requested the "Economic Diversity Specialist" be  
changed back to "Small Minority Business Liaison".  
Alderwoman Finlayson requested a code change for Arts in Public Places  
Commission (AIPPC) to be placed under Planning & Zoning Department.  
Police Department:  
Alderwoman Finlayson moved to Include "Adopt a Community" grant program  
and "Community Ambassadors" be included in the community policing program.  
Seconded. CARRIED on voice vote.  
Alderwoman O'Neill moved to put a place holder that indicates the Finance  
Committee supports adding additional funding for additional speed cameras in  
the city. Seconded. CARRIED on voice vote.  
Fire Department:  
Alderman Huntley requested Chief Remaley confirm the reasons he needs his  
own IT specialist.  
Alderwoman O'Neill requested an estimate for how much it would cost to add an  
IT position to the Fire Department.  
Office of Emergency Management (OEM):  
No recommendations.  
Public Works:  
Alderwoman O'Neill requested to move $189,00 from "Contractual Services" to  
"Salaries and Benefits" for new program manager for the Capitol Improvement  
Projects (CIP). Seconded. CARRIED on voice vote.  
Alderman Huntley requested adding a recommendation to cut expense in the  
Water Restoration Fund to enable less of a fee increase. Seconded. CARRIED on  
voice vote.  
Recreation & Parks:  
Alderwoman O'Neill moved to Reallocate “$32,000 - Football and Sports  
Officials” to a contractual agreement with after school programming. Seconded.  
CARRIED on voice vote.  
Meeting went into Recess at 11:48 am.  
Meeting Reconvened at 12:08 pm.  
Transportation:  
No Recommendations.  
Capitol Improvement Projects (CIP):  
Alderman Huntley moved to remove $100,000 from Capitol Improvement Project  
(CIP) 'Pip Moyer Restroom Upgrade".Seconded. A roll call vote was taken. The  
motion CARRIED by the following vote:  
Aye: 2 - Alderwoman O'Neill and Alderman Huntley  
Nay: 1 - Alderwoman Finlayson  
Alderman Huntley moved to remove $200,000 from bond funding line, from  
Capitol Improvement Project (CIP) "Acton Cove Waterfront". Seconded. CARRIED  
on voice vote.  
Alderwoman Finlayson requested a Parking Analysis for how much a parking  
spot costs throughout the entire City.  
Alderman Huntley moved to remove $200,000 from CIP "Traffic Signal  
Rehabilitation" to allocate elsewhere. Seconded. A roll call vote was taken. The  
motion CARRIED by the following vote:  
Aye: 2 - Alderwoman O'Neill and Alderman Huntley  
Nay: 1 - Alderwoman Finlayson  
Alderman Huntley moved to add $500,000 to the "General Sidewalk Fund".  
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:  
Aye: 2 - Alderwoman O'Neill and Alderman Huntley  
Nay: 1 - Alderwoman Finlayson  
Alderwoman Finlayson moved to add $400,000 to the general sidewalk fund.  
Seconded. A roll call vote was taken. The motion CARRIED by the following vote:  
Aye: 1 - Alderwoman Finlayson  
Nay: 2 - Alderwoman O'Neill and Alderman Huntley  
Fees & Fines:  
Alderman Huntley moved to amend Fine 7.12.100.C strike and "exceed 90 days in  
jail" from "Fine for Initial Offense" and "Fine for Repeat or Continuous  
Violations". Seconded. CARRIED on voice vote.  
Alderman Huntley moved to amend Fine 7.12.100.C to strike "$500" under "Fine  
for Initial Offense" and insert $100. Seconded. A roll call vote was taken. The  
motion CARRIED by the following vote:  
Aye: 2 - Alderwoman O'Neill and Alderman Huntley  
Nay: 1 - Alderwoman Finlayson  
Alderman Huntley moved to amend Fine 12.08.140 to strike "not to exceed" from  
both offenses and making the first offense $50.00 and the second offense $100.00.  
Seconded. CARRIED on voice vote.  
Alderwoman O'Neill moved to add to Fine 12.24.130 - Parking at Expired Meter,  
Strike $50 and replace with: Off-Street Violations: $25 + Amount Due for Parking  
Session + Processing Fee. Seconded. CARRIED on voice vote.  
Alderman Huntley requested the Finance Committee meet tomorrow @ 1:15pm  
for a Special Meeting.  
Adjournment  
Upon motion duly made, seconded and adopted, the Regular Meeting was  
adjourned at 1:40 pm.
