AN ORDINANCE concerning
Resilience Authority of Annapolis and Anne Arundel County -
Membership and Director Appointment Changes
FOR the purpose of revising certain requirements for membership of the Resilience Authority of Annapolis and Anne Arundel County; revising the process for appointment of the Resilience Authority Director; and generally relating to boards, commissions, and similar bodies.
BY repealing and reenacting, with amendments, the following portions of the Code of the City of Annapolis, 2026 Edition:
• Section 2.58.040(A)(1)
• Section 2.58.050
WHEREAS, The Resilience Authority of Annapolis and Anne Arundel County was established in 2021 through a partnership between Anne Arundel County and the City of Annapolis, following the Maryland General Assembly's passage of Senate Bill 457 (2020);
WHEREAS, On June 18, 2026, Anne Arundel County approved and enacted Bill No. 30-26, revising certain requirements with respect to the Resilience Authority’s membership and its Director; and
WHEREAS, The City of Annapolis concurs with the changes made to the Resilience Authority by Anne Arundel County in Bill No. 30-26, and to ensure that the codes of both jurisdictions are consistent, the City wishes to adopt similar amendments to Chapter 2.58 of the City Code; now, therefore,
SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:
City Code Title 2 - ADMINISTRATION
Chapter 2.58 - Resilience Authority of Annapolis and Anne Arundel County
Section 2.58.040 Membership.
A. Composition.
1. The Resilience Authority consists of twelve members, at least 10 of whom shall be residents of Anne Arundel County, appointed as follows:
a. Nine members shall be residents of the county appointed by the County Executive; and
b. Three members shall be residents of the City of Annapolis appointed by the Mayor of the City of Annapolis.
Section 2.58.050 Resilience Authority Director.
A. Appointment.
1. The County Executive, with the concurrence of the Mayor of the City of Annapolis, shall appoint the first Resilience Authority Director.
2. Any subsequent Resilience Authority Director shall be appointed by the County Executive Resilience Authority’s Board of Directors, after advice and recommendation by members of the Resilience Authority and with the concurrence of the County Executive and Mayor of the City of Annapolis.
32. The Resilience Authority Director shall be a county employee and serve at the pleasure of the County Executivean employee of the Resilience Authority and shall serve at the pleasure of the Resilience Authority’s Board of Directors.
B. Qualifications. The Resilience Authority Director shall be of good character, integrity, and business experience, and shall meet all requirements of a job description developed by the County Executive with the concurrence of the Mayor of the City of AnnapolisResilience Authority’s Board of Directors.
SECTION II: AND BE IT FINALLY ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect upon passage.
