A RESOLUTION concerning
Designating Northwest Street as an Honorary Street
In Memory of De Lorma “Dee” Goodwyn
FOR the purpose of commemorating longtime City resident De Lorma “Dee” Goodwyn by the honorary designation of Northwest Street, located between Church Circle and College Creek, as ‘De Lorma “Dee” Goodwyn Way’.
WHEREAS, The City of Annapolis recognizes the profound impact of individuals who dedicate their lives to the betterment of our community through leadership, civic engagement, and an unwavering commitment to justice; and
WHEREAS, De Lorma “Dee” Goodwyn (1950-2026) was a lifelong Annapolitan, a graduate of Annapolis High School and the University of Maryland, whose deep roots in this City informed her lifelong service; and
WHEREAS, Mrs. Goodwyn was a founding member and a pillar of the Caucus of African American Leaders, where she worked tirelessly to amplify the voices of the marginalized and strengthen the fabric of our local democracy; and
WHEREAS, Her vision and persistence were instrumental in the establishment of the Guardians of the First Amendment Memorial, honoring the journalists and staff killed at the Capital Gazette newspaper in 2018 and ensuring that the legacy of those who defend our fundamental First Amendment rights is preserved for future generations; and
WHEREAS, Mrs. Goodwyn was a fierce champion for the recognition of all Maryland’s leaders, leading the efforts for the Parren J. Mitchell Memorial located outside the Pip Moyer Recreation Center on Hilltop Lane; and
WHEREAS, Mrs. Goodwyn lent her expertise and fairness to the governance of our region, serving with distinction on the Annapolis Human Relations Commission and the Anne Arundel County Personnel Board; and
WHEREAS, Mrs. Goodwyn organized the Michelle Obama Awards, highlighting women in the Annapolis and Anne Arundel communities during the 2019 celebration of the 100th anniversary of women’s suffrage; and
WHEREAS, Beyond her professional and civic accolades, Mrs. Goodwyn was a woman of immense warmth, style, and grace; a "unifying spirit" who possessed the rare gift of making every person she encountered feel seen and valued; and
WHEREAS, It is fitting that the City of Annapolis permanently honors her memory and her contributions to our community.
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:
Section 1 - Honorary Designation.
A. The City of Annapolis confers the honorary naming of Northwest Street in memory of De Lorma “Dee” Goodwyn; and
B. Northwest Street between Church Circle and College Creek shall bear the honorary designation of ‘De Lorma “Dee” Goodwyn Way’ to honor Mrs. Goodwyn’s lasting legacy of compassion and justice.
Section 2 - Signage.
The City Manager is instructed to ensure the installation of commemorative signage reflecting the honorary street name for Northwest Street in the City of Annapolis, which shall be designated as ‘De Lorma “Dee” Goodwyn Way.’
BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that a copy of this Resolution shall be presented to the family of De Lorma “Dee” Goodwyn as a token of the City's respect and gratitude.
AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
