A RESOLUTION concerning

 

Housing Authority of the City of Annapolis - Choice Neighborhood Planning Grant

 

FOR                     the purpose of partnering with the Housing Authority of the City of Annapolis in the application for a U.S. Department of Housing and Urban Development, Choice Neighborhood Planning Grant; and approving a matching contribution of the application filing fee.

 

WHEREAS,                     in 2020, the Housing Authority of the City of Annapolis (HACA) initiated a strategic review of redevelopment opportunities for the Phase II portfolio, including Harbour House, Eastport Terrace, Robinwood, and Bloomsbury Square; and

 

WHEREAS,                     HACA’s consultants, EJP Consulting Group, LLC (EJP), prepared the “Portfolio Assessment and Preliminary Recommendations” (Report); and

 

WHEREAS,                     the Report recommends a wide-scale community planning process for the repositioning and redevelopment of the Harbour House and Eastport Terrace properties (inclusive of HACA office complex), which a U.S. Department of Housing and Urban Development (HUD), Choice Neighborhood Planning Grant could support; and

 

WHEREAS,                     Choice Neighborhood Planning Grants support the development of comprehensive neighborhood revitalization plans which focus on directing resources to address three core goals: Housing, People and Neighborhood; and

 

WHEREAS,                     in March, 2021, the HACA Board of Commissioners authorized the submission of a Choice Neighborhood Planning Grant application; and

 

WHEREAS,                     HUD is expected to release a Notice of Availability of Funding for the Choice Neighborhood Planning Grant in 2021 and subsequent years; and

 

WHEREAS,                     the City of Annapolis continues to affirmatively pursue programs that have substantive effects on affordable housing and will support negotiations and engagement with relevant County, State, and federal officials, as well as prioritize HACA development projects consistent with the White v. City of Annapolis, et al, Consent Decree; and

 

WHEREAS,                     the City of Annapolis wishes to partner with HACA to further the goals of both the City and HACA in repositioning the Harbour House and Eastport Terrace communities by supporting a wide-ranging community planning effort; and

 

WHEREAS,                     if the City and HACA are awarded the grant, the total costs associated with the master planning effort will be approximately $574,497.00.  The City intends to negotiate a cost-sharing arrangement with HACA whereby the City and HACA will each contribute 50% toward the total costs.  As such, an allocation of funds for the City’s share of approximately $287,248.50 may be needed in Fiscal Year 2023.

 

WHEREAS,                     that the City of Annapolis wishes to partner with HACA in the application for a HUD Choice Neighborhood Planning Grant and contribute a matching $32,000 toward the application filing fee.

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis will partner with HACA in the filing of an application for a HUD Choice Neighborhood Planning Grant and contribute $32,000 toward the application filing fee.

 

AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this Resolution shall take effect from the date of its passage.
