A RESOLUTION concerning

 

2023 City of Annapolis Hazard Mitigation Plan

                     

FOR                     the purpose of adopting the 2023 City of Annapolis Hazard Mitigation Plan, as required by the Federal Emergency Management Agency, to maintain eligibility for disaster funding for large-scale emergencies and disasters and mitigation grant funding.

 

 

WHEREAS,                      The City's Hazard Mitigation Plan forms the foundation for a long-term strategy to reduce disaster losses and break the cycle of disaster damage, reconstruction and repeated damage.

 

WHEREAS,                     The purpose of the Hazard Mitigation Plan is to assess the communities’ vulnerabilities to natural hazards and prepare a long-term strategy to address these hazards and prevent future damage and loss of life of Annapolis city residents; and

 

WHEREAS,                     The Federal Emergency Management Agency (FEMA) requires hazard mitigation plans to be updated every five years, and the 2023 plan is an update to the 2018 City of Annapolis Hazard Mitigation Plan.

 

WHEREAS,                     A Hazard Mitigation Planning Committee (HMPC) was formed with 42 representatives from various municipal, county, and state government entities and other organizations to oversee the plan update process. 

 

 

WHEREAS,                     Key tasks completed by the City of Annapolis during the planning process included: identifying hazards, assessing vulnerabilities, and understanding significant risks; facilitating planning team meetings, public involvement, and decision-making activities; identifying and developing hazard mitigation projects that are appropriate and relevant for the City; and creating an organized and functional plan document, including maps and other graphics.

 

WHEREAS,                     The City needs to approve an updated Hazards Mitigation Plan to qualify for project funding eligibility, including, but not limited to, the Hazard Mitigation Grant Program (HMGP), the Flood Mitigation Assistance Grant Program (FMAG), and the Building Resilient Infrastructure and Communities (BRIC);

 

 

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis 2023 Natural Hazard Mitigation Plan is hereby approved.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
