A RESOLUTION concerning
Honoring Richard Newell's Service to the City of Annapolis
FOR      the purpose of honoring Richard Newell's service to the City of Annapolis as the City of Annapolis' Director of Transportation.
 
WHEREAS,       with more than 37 years of experience in the transit industry, Richard Newell has a proven record of reducing operating costs while maintaining accountability and performance; and
 
WHEREAS,      Mr. Newell increased transit revenues by 65%, increased on-street parking revenues by 75%, and increased garage occupancy rate for three consecutive years; and
 
WHEREAS,      when Mr. Newell came to Annapolis in 2010, the Department of Transportation was in a state of disrepair with only 40% of the fleet operational and by replacing over half of the fleet, the average fleet age is 4.6 years; and
 
WHEREAS,      he remained committed to making Annapolis Transit a premier transit system that set the standard for innovation and customer service excellence by installing real-time cameras on all buses for improved security and installed electronic parking meters that accept credit cards and cash; and
 
WHEREAS,      since taking the helm at the City of Annapolis' Department of Transportation in October 2010, Mr. Newell  corrected longstanding maintenance challenges to fortify the City's bus fleet, improving on-time performance of bus routes to 95%; and
 
WHEREAS,      under his direction, the City has improved the bus system by providing more reliable, convenient, and punctual service for one standard fare while providing comprehensive coverage of Annapolis and secured grant funding for bus shelters, facility repairs, and vehicles; and      
 
WHEREAS,      as part of his initiative to expand ridership, further enhance mobility, and create connectivity to all parking garages, Mr. Newell oversaw the City's Circulator trolley launch to provide a downtown shuttle service and implemented market pricing in the City's garages; and
 
WHEREAS,      as part of his broader strategic vision, Mr. Newell installed electronic advertising and wayfinding in the garages, implemented License Plate Recognition technology to parking enforcement, and advanced the Multi-modal Transit Center Feasibility Study.
 
 
NOW THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that we applaud Mr. Newell's dedication and thank him for his commitment to the City and its transportation ridership as City of Annapolis' Director of Transportation.
