A RESOLUTION concerning

Confirmation of Anthony Kupersmith as City Attorney

FOR                     the purpose of expressly confirming the appointment of Anthony Kupersmith as City Attorney; consenting to compensate the City Attorney; and setting an effective date.

 

WHEREAS,                      The Annapolis Charter, Article VI, Section 4, establishes the Office of Law and provides that the City Attorney shall be appointed by the Mayor and confirmed by the City Council; and

 

WHEREAS,                      The Annapolis Charter, Article VI, Section 4, further provides that the City Attorney shall be appointed based on their knowledge of municipal law and administration, shall be a member in good standing of the Bar of Maryland, and shall have been actively engaged in the practice of law in the State of Maryland for at least five years; and

 

WHEREAS,                      The Annapolis City Code, Section 3.08.030(F)(1)(ii), provides that the appointment and initial salary for the City Attorney are subject to confirmation by the City Council; and

 

WHEREAS,                      The City Attorney position became vacant on December 10, 2025, when the former City Attorney departed, and Acting City Attorney Kerry Berger has been serving in an interim capacity; and

 

WHEREAS,                      Anthony Kupersmith is a member in good standing of the Bar of Maryland, has been actively engaged in the practice of law in the State of Maryland for at least five years, and possesses the requisite knowledge of municipal law and administration required by Article VI, Section 4, of the Annapolis Charter; and

 

WHEREAS,                      Pursuant to the foregoing Annapolis Charter and City Code provisions, the City Council is required to expressly consent to the confirmation and compensation of the City Attorney.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council expressly confirms the appointment of Anthony Kupersmith to the position of City Attorney and consents to compensate Anthony Kupersmith as City Attorney in the amount of $185,000 per annum commencing May 7, 2026.

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
