A RESOLUTION concerning

Establishing the Order of Succession for Mayor

FOR                     the purpose of establishing the order of succession for Mayor Jared Littman if he is unable to serve due to temporary disability or absence from the City for longer than one day.

 

 

WHEREAS,                      Establishing a clear line of succession for the Mayor is essential in case the Mayor is unable to serve due to temporary disability or absence from the City for longer than one day; and

 

WHEREAS,                     Article V, Section 3(c) of the City of Annapolis Charter states, "[n]o later than the fourth council meeting after the mayor and aldermen/alderwomen take office, the city council shall, by resolution, designate the successive order of each current alderman/alderwoman beginning with the alderman/alderwoman who has served the longest length of time on the city council and ending with the alderman/alderwoman who has served the shortest length of time on the city council."; and

 

WHEREAS,                      The City Council finds it suitable to designate a succession order based on the length of continuous service as an Alderman or Alderwoman  as required by Article V, Section 3 of the Charter; and

 

WHEREAS,                      This succession plan is essential to ensuring the seamless continuity of our municipal government and effective leadership.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that in the event the Mayor is unable to serve temporarily due to disability or absence from the City for longer than one day, the following Aldermen and Alderwomen shall succeed to perform the duties of Mayor in the following order, based on their length of continuous service:

1.                     Alderman Robert Savidge, Ward 7

2.                     Alderman Brooks Schandelmeier, Ward 5

3.                     Alderwoman Karma O'Neill, Ward 2

4.                     Alderman Harry Huntley, Ward 1

5.                     Alderman Keanuú Smith-Brown, Ward 3

6.                     Alderwoman Janice Allsup-Johnson, Ward 4

7.                     Alderwoman Diesha Contee, Ward 6

8.                     Alderman Frank Thorp, Ward 8

 

BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that

1.                     Seniority shall be determined by length of continuous service on the City Council. In the event two or more members have equal length of service, seniority shall be determined by the ranking in this resolution, as required by Article V, Section 3(c) of the City of Annapolis Charter.

2.                     The first available member in the order of succession who is able to serve shall assume the duties of Mayor until the Mayor can resume duties or a new Mayor is elected or appointed according to applicable City law.

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
