A RESOLUTION concerning
Annapolis Parking Concession Agreement - Hillman Garage
FOR the purpose of expressing City Council support for the execution of the Annapolis Parking Concession Agreement for certain City-owned property known as the Hillman Garage parking facility, between Annapolis Mobility and Resilience Partners, LLC and the City of Annapolis.
WHEREAS, the City of Annapolis is the fee simple owner of a parcel of land consisting of a multi-tiered parking facility with 425 marked parking spaces and related roadways, located at 150 Gorman Street, Annapolis, Maryland 21401; and
WHEREAS, Annapolis Mobility and Resilience Partners, LLC is a Delaware limited liability company; and
WHEREAS, the City desires to enter into a Concession Agreement with Annapolis Mobility and Resilience Partners, LLC to finance, design, build, operate, and maintain a new parking garage facility to replace the existing Hillman Garage pursuant to the terms of the Concession Agreement; and
WHEREAS, the City shall find alternative funding sources for public transit if any funding from the Concession Agreement for public transit becomes unavailable; and
WHEREAS, the City is expected to soon finalize a negotiated Concession Agreement with Annapolis Mobility and Resilience Partners, LLC for the purposes described herein and in accordance with the terms and conditions set forth in the Concession Agreement, which are in the best interest of the City.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that it supports fully the execution of the Annapolis Parking Concession Agreement for certain City-owned property known as the Hillman Garage parking facility, between Annapolis Mobility and Resilience Partners, LLC and the City of Annapolis.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City shall find alternative funding sources for public transit if any funding from the Concession Agreement for public transit becomes unavailable.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that in accordance with Article III, Section 8 of the Charter of the City of Annapolis, the proposed Concession Agreement for the development of City-owned property will better serve the public need for which the property was acquired.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this Resolution shall take effect on the date of its passage.
