A RESOLUTION concerning
Waiving Certain Residential Parking Fees
FOR the purpose of waiving parking fees in Special Residential Parking Districts for residents of housing owned by the Housing Authority of the City of Annapolis and residents of Section 8 Housing
WHEREAS, The Annapolis City Council established Special Residential Parking Districts in order to reduce the burdens placed on residents by adjacent governmental, commercial, industrial, educational, and transit areas (Annapolis Municipal Code 12.32.010); and
WHEREAS, Special Residential Parking District No. 1 includes the Historic District on the Northeast side of Main Street (the Naval Academy side) (12.32.150); and
WHEREAS, Bloomsbury Square lies within Special Residential Parking District No. 1; and
WHEREAS, Special Residential Parking District No. 2 includes the residential area between Northwest Street, College Creek, and West Street (12.32.180); and
WHEREAS, Clay Street, Washington Street, and Obery Court lay within Special Residential Parking District No. 4; and
WHEREAS, a Residential Parking Permit is required for parking longer than two hours in these Parking Districts; and
WHEREAS, payment of a fee of $55.00 or higher is required to obtain a Residential Parking Permit; and
WHEREAS, the Annapolis City Council recognizes that residents of housing owned by the Housing Authority of the City of Annapolis and residents of Section 8 Housing experience difficulties affording the fees for Residential Parking Permits, wishes to treat such residents fairly and with dignity; and
WHEREAS, “The fee for a residential parking permit in special residential parking districts shall be established by resolution of the City Council.” (Annapolis Municipal Code 12.32.110).
NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the FY2016 Fees Schedule shall be amended as follows:
