AN ORDINANCE concerning
City Council Meetings - Agenda
FOR the purpose of clarifying the content of City Council meeting agendas for regular and special monthly meetings; and generally relating to monthly City Council meeting agendas.
BY repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2021 Edition

SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:
Title 2 - ADMINISTRATION
Chapter 2.16 - CITY COUNCIL
Section 2.16.030 - Agenda.
A. REGULAR MONTHLY MEETING. The regular monthly meeting agenda of the City Council shall include: roll call; approval of agenda; CEREMONIAL ITEMS; PETITIONS, REPORTS, AND COMMUNICATIONS, approval of consent calendar; approval of journal of proceedings; PUBLIC HEARINGS; legislative actions; and business and miscellaneous.
B. SPECIAL MONTHLY MEETING. The special MONTHLY meeting agenda of the City Council shall include: roll call; approval of agenda; CEREMONIAL ITEMS, petitions, reports, and communications; approval of consent calendar; public hearings; and business and miscellaneous; AND LEGISLATIVE ACTIONS.
The agenda of a regular or special City Council meeting SHALL BE SET BY THE MAYOR IN CONSULTATION WITH MEMBERS OF THE COUNCIL AND may be arranged in any order necessary to accomplish the City's business in the most expeditious manner possible by a majority vote.
Section 2.16.055 - Consent calendar - PROCEDURE.
A. The City Clerk may prepare a consent calendar containing any of the following items from the Mayor's proposed Council agenda:
1. Journal of proceedings of prior meetings; AND
2. Items of business, including FUND TRANSFERS AND SUPPLEMENTAL ALLOCATIONS NOT TO EXCEED $50,000.00. legislation that has received the recommendation of approval or approval with minor modifications from council standing committees;
3. Items of business which are informational and do not require a vote;
4. Legislation that is being presented on first reader, and shall incorporate designated committee referrals; and
5. Legislation that is on the agenda for postponement to date certain or withdrawal.
B. Upon receipt of the MAYOR’S draft agenda, members of the City Council shall notify the City Clerk of any items they wish to have removed from the consent calendar prior to publication of the final agenda.
C. At the City Council meeting, prior to accepting a motion to approve the consent calendar, the Mayor shall ask the members of the Council whether there are any objections to the items on the consent calendar. Upon the objection of any member, items so identified shall be removed from the consent calendar without the need for stating a reason and shall be heard in regular agenda order.
D. All remaining items on the consent calendar shall be approved by roll call, without debate, after a motion for approval is moved and duly seconded.
1. Approval of the consent calendar shall be deemed approval of all items under the consent calendar. The approval of each item shall be set forth separately in the journal of proceedings of the meeting.
2. Where such items require a roll call vote, the roll call of votes cast for the consent calendar shall be recorded.
3. Minor modifications to consent calendar items that were recommended by council standing committees shall be deemed incorporated into those items.
4. Ordinances placed on the consent calendar for second reading shall be deemed read for a third time and final action shall have been taken on those items upon approval of the consent calendar.
5. Should the vote on approval of the consent calendar fail, the items on the consent calendar shall be heard in regular agenda order during the remainder of the council meeting.
SECTION II: AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect from the date of its passage.
