A RESOLUTION concerning
Confirmation of Yolanda L. Lewis as City Manager
FOR the purpose of expressly confirming the appointment of Yolanda L. Lewis as City Manager; consenting to compensate the City Manager; and setting an effective date.
WHEREAS, The Annapolis Charter, Article VI, Section 2(B)(b), provides that “[t]he city manager shall be appointed by the mayor and confirmed by the city council”; and
WHEREAS, The Annapolis City Code, Section 3.08.030(F)(1)(i) provides that the appointment and initial salary for the City Manager is subject to confirmation by the City Council; and
WHEREAS, Yolanda L. Lewis holds an advanced degree in business or public administration from an accredited college or university and has at least eight years of executive-level local government management experience, thereby satisfying the qualifications required by Article VI, Section 2B(b) of the Annapolis Charter; and
WHEREAS, The City Manager position became vacant May 7, 2025, and Acting City Manager Victoria Buckland has been serving in an interim capacity; and
WHEREAS, The City Council, by Resolution R-8-25, accepted the recommendation of the Salary Review Commission that the salary for the City Manager position shall be in the range of $250,000 to $294,000 per annum; and
WHEREAS, Pursuant to the foregoing Annapolis Charter and City Code provisions, the City Council is required to expressly consent to the confirmation and compensation of the City Manager.
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:
the City Council expressly confirms the appointment of Yolanda L. Lewis to the position of City Manager and consents to compensate Yolanda L. Lewis as City Manager in the amount of $270,000 per annum commencing May 21, 2026.
AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
