A RESOLUTION concerning

 

Noah Hillman Garage Parking Concession Agreement

                     

FOR                     the purpose of starting an investigation into problems with the Noah Hillman Garage parking contractor and finding solutions to eliminate the overly complicated parking fee payment system that's discouraging the use of the parking garage.

 

WHEREAS,                     The Noah Hillman Garage parking facility is a crucial component of our city's infrastructure and was entrusted to a public-private partnership to ensure ease of access and convenience for residents, visitors and businesses alike.

 

WHEREAS,                     On February 28, 2022, the Annapolis City Council approved R-9-22, supporting Annapolis Mobility and Resilience Partners, LLC (AMRP) to finance, design, build, operate, and maintain Noah Hillman Garage, and as a result, Premium Parking Service, LLC, was contracted to collect parking fees.

 

WHEREAS,                     Premium Parking Service, LLC, has failed to deliver on a fundamental aspect of its responsibility -- to provide an efficient means for users to pay for parking -- and this deficiency is hindering the overall functionality and accessibility of the garage, creating unnecessary inconveniences and dissatisfaction among the public.

 

WHEREAS,                     The citizens of Annapolis deserve a parking facility that operates seamlessly and contributes positively to the urban experience, however, Premium Parking Service, LLC, has implemented a system that is deterring visitors and residents from using Noah Hillman Garage.

 

WHEREAS,                     To address this pressing issue and restore the intended efficiency and effectiveness of this partnership, the City Council urges a thorough investigation with scrutiny on the implementation and management of the payment system in the Noah Hillman Garage.                                           

 

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:

1.                     The Council desires a review of the Noah Hillman Garage concession agreement and its execution to determine the ability of the City to change the parking contractor; and

2.                     The City Council requests that the Finance Committee lead a fact-finding investigation with the participation of representatives of the public-private partnership companies to comprehend the full scope of the issue and devise practical solutions to resolve it and that the fact-finding be done with transparency and impartiality; and

3.                     The investigation should end 90 days after adoption of this resolution with a report on the underlying reasons for the failure to provide a user-friendly payment solution and recommending necessary measures to rectify the situation promptly.

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
