A RESOLUTION concerning

 

Establishing a Task Force to Study the City's Grant Programs

                     

FOR                     the purpose of creating a task force to conduct a thorough review and analysis of existing City of Annapolis grant programs and make recommendations for possible changes to the program.

 

WHEREAS,                      The City Council recognizes the importance of supporting and enhancing community development and welfare programs within our city as demonstrated by allocating $348,000 in community grants in FY 2024;

 

WHEREAS,                      Grant programs play a crucial role in supporting various community initiatives, including but not limited to education, public health, infrastructure, arts and cults and environmental sustainability

 

WHEREAS, It is essential to ensure that grant programs are effectively designed, implemented and aligned with the city's goals and priorities

 

WHEREAS,                     A comprehensive review and analysis of existing grant programs can provide valuable inside into their efficiency, impact and equity, allowing the City Council and relevant city departments to make informed decisions;

                     

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:

 

Section 1: Establishment of a Task Force.                      

 

A.                      A "Grant Program Study Task Force" is established to study and evaluate the effectiveness and efficiency of the City's existing grants program.

 

B.                      Task force membership shall be nominated by the Mayor, and shall be composed of seven members including representatives from relevant city departments, local nonprofits, community organizations, business associations and individuals with expertise in grant administration, program evaluation and community development.

 

C.                     The task force shall be chaired by the City Manager or their representative.

 

Section 2: Purpose and Scope

 

A.                     The Grant Program Study Task Force shall undertake a comprehensive review of all city-administered grant programs, including their objectives, eligibility criteria, application processes, funding allocations and outcomes, and any City property they lease.

 

B.                      The task force report shall: 1) develop a comprehensive work plan outlining the methodology, timeline and milestones for the study of grant programs, 2) gather relevant data and engage in public consultations to gather input from a diverse range of stakeholders, 3) prepare a final report detailing its findings, insights and recommendations for improving the City of Annapolis grants program through possible procedural and city code changes.

 

Section 3: Timeline

 

                     The Grant Program Study Task Force shall start its work within 30 days of the adoption of this resolution and shall submit its final report to the City Council no later than 120 days after this resolution's adoption.

 

Section 4: Funding

 

                     Adequate resources as determined by the City Manager shall be allocated to the Task Force to ensure the successful completion of its objectives.

 

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
