A RESOLUTION concerning

Human Resources Director - Charles A. Hall, Jr.

FOR                     the purpose of expressly confirming the appointment of Charles A. Hall, Jr., as Human Resources Director; consenting to compensate the Human Resources; and setting an effective date.

 

WHEREAS,                      The Annapolis Charter, Article VI, Section 3, establishes the Human Resources Director and provides that the Human Resources Director shall be appointed by the Mayor and confirmed by the City Council; and

 

WHEREAS,                      The Annapolis Charter, Article VI, Section 3, states that the Human Resources Director shall be appointed based on their knowledge and experience in governmental accounting, budgeting, and public financial administration. This appointment requires a minimum of three years of experience in an executive or supervisory capacity. and

 

WHEREAS,                      The Annapolis City Code, Section 3.08.030(F)(1)(ii), provides that the appointment and initial salary for the Human Resources Director are subject to confirmation by the City Council; and

 

WHEREAS,                      The Human Resources Director position became vacant on January 30, 2026, when the former Human Resources Director departed; and

 

WHEREAS,                      Charles A. Hall, Jr., possesses the requisite knowledge of municipal law and administration required by Article VI, Section 3, of the Annapolis Charter; and

 

WHEREAS,                      Pursuant to the foregoing Annapolis Charter and City Code provisions, the City Council is required to expressly consent to the confirmation and compensation of the Human Resources Director.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council expressly confirms the appointment of Charles A. Hall, Jr., to the position of Human Resources Director and consents to compensate Charles A. Hall, Jr., as Human Resources Director in the amount of $197,500 per annum commencing on Tuesday, June 9, 2026.

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
