AN ORDINANCE concerning
Annapolis Harbor Lines for 3 President Point Drive on Spa Creek
FOR the purpose of changing the Annapolis harbor line on Spa Creek for President Point Condominium at 3 President Point Drive; and generally related to harbor lines and setbacks.
BY repealing and reenacting with amendments the maps entitled "Annapolis Harbor Lines" as referenced in § 18.020(A) of Title 15.
WHEREAS, Title 15 of the City Code regulates the location of piers, moorings, wharves and bulkheads in the City of Annapolis waterways, along with the configuration of shoreline development and zoning of waterfront land; and
WHEREAS, "Harbor lines" in Annapolis waterways define the maximum limits of waterway construction toward the waterway's channel, per § 18.020 of Title 15; and
WHEREAS, The location of Annapolis harbor lines is found in the "Annapolis Harbor Lines" map; and
WHEREAS, The City Council has amended the Annapolis Harbor Line map several times since its adoption in 1980: Bluffs Condominiums at 7428 Bluff Lane (O-11-96), Chester Marina at 319 Chester Avenue (O-33-16), South Annapolis Yacht Centre at 1 Walton Lane (O-34-16) and 222 Severn Avenue (O-23-21); and
WHEREAS, A proposed amendment to the Annapolis Harbor Line map associated with '3 President Point Drive' is depicted on the Exhibits attached to this ordinance that show current and proposed new harbor lines and are incorporated herein and made a part hereof.
SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that:
1. The Annapolis Harbor Lines map shall be amended with the revised Spa Creek harbor line for 3 President Point Drive, known as "President Point Condominium," as shown in Exhibit 3.
2. The map amendment would accommodate a reconstructed and relocated "T Pier" to accommodate larger vessels and improve access to a new pier and slips at the adjacent bulkhead.
SECTION II: AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect upon passage.
