A RESOLUTION concerning
Fee Waiver - 2026 Freedom Mortgage Military Bowl Parade

FOR the purpose of identifying the 2026 Freedom Mortgage Military Bowl Parade that will be held on December 28, 2026, as a Major Special Event; and waiving charges for specific City of Annapolis costs related to the Freedom Mortgage Military Bowl Parade.

WHEREAS, The 2026 Freedom Mortgage Military Bowl is a college football bowl game organized by the Military Bowl Foundation, a 501(c)(3) nonprofit organization and features teams from the Atlantic Coast Conference and the American Athletic Conference in the Navy-Marine Corps Memorial Stadium in Annapolis; and

WHEREAS, A parade is held in Annapolis in connection with the Freedom Mortgage Military Bowl prior to the football game on Monday, December 28, 2026; and

WHEREAS, The 2026 Freedom Mortgage Military Bowl Parade goes through Historic Annapolis, featuring marching bands, military groups, and the Budweiser Clydesdales, and attracting spectators to Downtown Annapolis, benefiting the City's tourism and economy; and

WHEREAS, The City Council has recognized the Military Bowl Parade as a Major Special Event and waived related City costs associated with the event since 2018; and

WHEREAS, Section 14.18.110 of the City Code states in subsection B that “[t]he City Council may exempt certain special events from the application fee and location fee set by resolution…” and in subsection C that “The City Council may exempt certain special events from the service fee in accordance with...
