A RESOLUTION concerning

Fines Related to City Code § 17.44.090, Short-Term Rental Violations

 

FOR                      the purpose of updating the Fiscal Year 2027 Fines Schedule, Section 17.44.090, “Short-term rentals,” to include fines for short-term rental violations.

 

WHEREAS,                     The City of Annapolis has been issuing fines for short-term rentals at the same rate as long-term residential rentals, which is $1,000 per violation; and

 

WHEREAS,                      Short-term rentals are subject to a different regulatory framework in § 17.44.090 of the City Code because such rentals have unique community impacts, market dynamics, and enforcement challenges, differentiating them from traditional rental properties; and

 

WHEREAS,                      By increasing the fine for initial and repeated short-term rental violations to $5,000, the City can create a strong financial disincentive that ensures compliance with § 17.44.090.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Fiscal Year 2027 Fees Schedule shall be amended as follows:
