A RESOLUTION concerning
Compensation of Acting City Manager Victoria Buckland

FOR the purpose of expressly consenting to compensate an acting city manager when the position remains vacant for six months, and setting an effective date.

WHEREAS, Pursuant to the Annapolis Charter, Article VI, Section 2B, the City Council is required to expressly consent to compensate an acting city manager when the position remains vacant for six months.

WHEREAS, The Annapolis Charter, Article VI, Section 2B(e), states, "In the event of a vacancy in the position of City Manager, the Mayor shall promptly appoint a qualified person to serve as acting City Manager.
(1) The acting City Manager may exercise all the powers of the City Manager and enjoys the same immunity accorded to the City Manager.
(2) The acting City Manager shall receive such compensation as determined by the Mayor consistent with the executive pay plan.
(3) However, if the position of City Manager remains vacant for more than six months, no compensation may be paid to an acting city manager without the approval of the Council at every six-month interval."; and

WHEREAS, Pursuant to subsection (3) above, acting City Manager Victoria Buckland's first six-month term ended on November 9, 2025, and the current term ends on May 10, 2026; and

WHEREAS, Mayor Littmann and the current City Council have full confidence in Acting City Manager Victoria Buckland's ability to maintain a high level of performance in this role and ensure continuity of City services and operations through to the end of term and the transition to a new administration;
