A CHARTER AMENDMENT Resolution concerning

The Office of Emergency Management Department

FOR the purpose of establishing a department known as the Office of Emergency Management.

BY adding the following portions to the City Charter:
Article VI, Section 13


SECTION I: BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Charter of the City of Annapolis shall be amended to read as follows:

THE CHARTER
Article VI - OPERATIONS

Sec. 13. OFFICE OF EMERGENCY MANAGEMENT DEPARTMENT

(A) THE OFFICE OF EMERGENCY MANAGEMENT DEPARTMENT SHALL BE ADMINISTERED BY THE DIRECTOR OF THE OFFICE OF EMERGENCY MANAGEMENT. THE DIRECTOR SHALL BE APPOINTED BASED ON HIS OR HER KNOWLEDGE AND EXPERIENCE, INCLUDING A BACHELOR'S DEGREE AND AT LEAST FIVE YEARS' EXPERIENCE IN EMERGENCY MANAGEMENT, PUBLIC SAFETY, PUBLIC HEALTH, OR PUBLIC ADMINISTRATION.

(B) THE OFFICE OF EMERGENCY MANAGEMENT SHALL PERFORM THE DUTIES AND FUNCTIONS RECOMMENDED BY THE MARYLAND EMERGENCY MANAGEMENT AGENCY AND OTHER APPLICABLE STANDARDS AND REGULATIONS. THE DIRECTOR OF THE OFFICE OF EMERGENCY MANAGEMENT SHALL HAVE ADDITIONAL POWERS AND DUTIES AS SET FORTH IN THE CITY CODE.

SECTION II: AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that a notice of public hearing was published on the proposed charter amendment, at least 21 days in advance of the public hearing that was held on .

SECTION III: AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the date of adoption of this Resolution is _____, 20__, and the amendments of the Charter of the City of Annapolis, hereby enacted shall become effective on _____, 20__, unless a proper petition for re...
