A RESOLUTION concerning

 

Autonomous Urbanism

 

FOR                     the purpose of expressing the sense of the City Council in recognizing the importance of the “Blueprint for Autonomous Urbanism” developed by the National Association of City Transportation Officials.

 

WHEREAS,                     as a result of recent technological advances, companies have been testing self-driving automobiles and other vehicles on highways and city streets; and

 

WHEREAS,                     these companies have strong incentives - including, for those which are publicly traded, fiduciary obligations to shareholders - to maximize the number of vehicles and technology service subscriptions sold; and

 

WHEREAS,                     the National Association of City Transportation Officials has recognized that allowing these companies to deploy autonomous vehicles (AV’s) on city streets with no limits, no policy, and no coordination may:

 

                     Worsen congestion rather than improve it;

                     Reduce safety for pedestrians and bicyclists;

                     Interfere with existing transit services;

                     Exacerbate parking problems as AV’s queue for their next assigned rides.

 

WHEREAS,                     the National Association of City Transportation Officials studied the issue and, after concluding that cities need to establish rules, principles and performance criteria for the AV industry, produced its “Blueprint for Autonomous Urbanism”; and

 

WHEREAS,                     in the absence of having its own AV policy, the City Council wishes to recognize the importance of the “Blueprint for Autonomous Urbanism” developed by the National Association of City Transportation Officials.

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the “Blueprint for Autonomous Urbanism” developed by the National Association of City Transportation Officials is formally recognized for its importance in establishing rules, principles and performance criteria for the AV industry.
