FOR the purpose of permitting members of certain Boards, Commissions, Committees and Authorities to attend meetings via telephone conference; limiting the attendance of members via telephone conference to non-quasi-judicial government units; permitting attendance by a member via telephone conference to count toward the meeting quorum; and matters generally relating to permitting certain meeting attendance via telephone conference.
BY repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2018 Edition

SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:
TITLE 2 - ADMINISTRATION
Chapter 2.04 - GENERAL ADMINISTRATIVE REGULATIONS
Section 2.04.050 - Attendance at meetings.
All appointed members of committees, commissions, boards and authorities shall attend their respective meetings on a regular basis. For the purpose of this section, “attendance” includes the participation of a member via pre-arranged telephone conference. A member may attend a meeting via telephone conference no more than four times within one calendar year. Attendance at a meeting via telephone conference shall count toward the meeting quorum. Members of quasi-judicial committees, commissions, boards and authorities are prohibited from attending meetings via telephone conference.
If any member who is entitled to vote is absent for three consecutive meetings or is absent for more than four meetings within one calendar year, the Chair shall notify the Mayor and City Council in writing within ten days. For the purpose of this Section, “absent” does not include participation of a member via pre-arranged telephone conference.
SECTION II: AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect from the date of its passage.
